OCTOBER 5, 2009
The Board of County Commissioners met this day in Regular Session with quorum present. Commissioner Hopkins was absent.
COMMITTEE REPORTS: Were presented.
CLAIMS: Claims were examined and ordered paid in the amount of $400,562.94.
RESOLUTION 09-53: Approved the Martin Hall Juvenile Facility Maintenance and Operations Budget for 2010.
REVOCATION OF COMMISSION: Was received for Jason Ball, Deputy Sheriff.
REQUEST FOR WAGE INCREASE: Was submitted by the Sheriff for the janitor/cook at the Sheriff’s Office.
MOTION: By unanimous vote, tabled the request until the budget process begins.
ANNEXATION OF PROPERTY: Notice was received regarding property annexed to the Town of Wilbur.
NOTICE OF RESIGNATION: Was received for Deputy Ball.
LIQUOR CONTROL BOARD NOTICE: Was submitted regarding the discontinuation of liquor sales and service at Kieffer’s.
NOTICE OF RETURN: Deputy Manke will return to duty as a road deputy.
AFFIDAVIT OF PUBLICATION: Verification of publication was received from The Wilbur
Register.
PUBLIC HEARING: Was held to consider the proposed surplus of equipment and vehicles from the county. No public testimony was received. Hearing closed.
MOTION: By unanimous vote, declared the equipment and vehicles as surplus and kept prices at minimum bid rate as recommended.
REQUEST FOR FUNDS: Was submitted by the Family Resource Center for funds from the Domestic Violence Prevention Fund.
MOTION: By unanimous vote, tabled the request until further information was available regarding the funds.
REQUEST FOR FUNDS: Was submitted by the Family Resource Center for funds from the Homeless Housing Fund.
MOTION: By unanimous vote, tabled the request until further information was available regarding the funds.
REQUEST FOR FUNDS: Was submitted by the Butte View Apartments in Creston for funds from the Affordable Housing Fund for improvements to the apartments.
MOTION: By unanimous vote, tabled the request until further information was available regarding the funds.
MEETING: Public Works Director met to present a departmental update.
AFFIDAVIT OF PUBLICATION: Verification of publication was received from The Wilbur
Register.
BID OPENING: Three bids were opened for the Skid Steer Loader.
MOTION: By unanimous vote, referred bids to Public Works Director for review.
RESOLUTION 2506R: Approved the statement of policy for Public Works organization, personnel practices, and handling of complaints.
LETTER TO LOCAL 1254 PRESIDENT: Was submitted by the Public Works Director regarding the creation of a new position.
MEETING: US Census Representative presented an update on the 2010 Census.
MEETING: Information Services Director presented a departmental update as well as a request for an additional computer technician.
MOTION: By unanimous vote, the request was tabled until further review of the budget.
MEETING: Public Health Director met to present a departmental update.
Meeting recessed to reconvene Monday, October 12, 2009 at 10:00 a.m.
Meeting reconvened on October 12, 2009 with all members present.
COMMITTEE REPORTS: Were presented.
MEETING: Auditor met to present an energy efficiency agreement with Avista for the new boiler for the Public Safety Building.
MOTION: By unanimous vote, authorized Chairman to sign the agreement.
COMMISSIONERS ORDER 09-23: Awarded the bid for a skid steer loader for the Public Works Department.
REQUEST FOR FUNDS: Submitted by the Butte View Apartments and the Family Resource Center were presented for review.
MOTION: By unanimous vote, approved $25,000.00 to the Butte View Apartments from the Affordable Housing Fund, $40,000.00 to the Family Resource Center (FRC) from Homeless Housing Fund, and $25,000.00 to FRC from the Domestic Violence Fund.
REQUEST TO HIRE: Information Services Director’s request for an additional technician was reviewed.
MOTION: By unanimous vote, approved the request to hire technician.
Adjournment: With no further business, the meeting was adjourned to meet again on Monday, October 19, 2009.
