LINCOLN COUNTY

OCTOBER 19, 2009

The Board of County Commissioners met this day in Regular Session with all Commissioners present.

COMMITTEE REPORTS:  Were presented.

CLAIMS:  Claims were examined and ordered paid in the amount of $564,493.74.

PAYROLL CHANGE NOTICES:  Were approved as presented.

COMMISSIONERS ORDER 09-24:  Awarded a refund of payment for Public Works Transfer Station.

CONTRACT AMENDMENT:  To the Infant Toddler Early Intervention Contract was presented for Chairman signature.

MOTION:  By unanimous vote, authorized Chairman to sign the amendment.

LAW LIBRARY ANNUAL REPORT:  Was submitted for 2009.

LETTER:  Was received from Okanogan County Transportation & Nutrition for support in the senior nutrition program.

MOTION:  By unanimous vote, approved request for support of senior nutrition program and

funding of $5,000.00 to the program.

LIQUOR LICENSE RENEWAL:  Was submitted for Bug Bend Golf & County Club.

MOTION:  By unanimous vote, approved the renewal.

MEETING:  Auditor met to present a departmental update that included a bid for temporary electrical in the Public Safety Building while the new boiler was being installed.  Also discussed was check received from Deer Meadows Homeowners Road Association for road maintenance.

MOTION:  By unanimous vote, approved the bid for the electrical work.

MOTION:  By unanimous vote, approved sending check back to Deer Meadows Homeowners Association pending modification of contract.

MEETING:  Public Health Administrator met to present departmental update including update on H1N1 and immunization clinics.  Administrator requested that he be paid for overtime hours instead of receiving compensatory time.

MOTION:  By unanimous vote, approved request for paying Administrator overtime.

CONTRACT AMENDMENT:  Number 18 to the Consolidated Contract was presented for Chairman signature.

MOTION:  By unanimous vote, authorized Chairman to sign the amendment.

CONTRACT: With Robin Higginbotham-Jasman for nursing services for H1N1 clinics was presented for Chairman signature.

MOTION:  By unanimous vote, approved the interlocal agreement.

CONTRACT: With Larae Peterson for nursing services for H1N1 clinics was presented for Chairman signature.

MOTION:  By unanimous vote, approved the interlocal agreement.

CONTRACT: With Denise Wollweber for nursing services for H1N1 clinics was presented for Chairman signature.

MOTION:  By unanimous vote, approved the interlocal agreement.

MEETING:  Public Works Director presented departmental report.

AFFIDAVIT OF PUBLICATION:  Verification of publication was received from The Wilbur

Register.

PUBLIC HEARING:  Was held to consider proposed vacation of portion of Hawk Creek Ranch Road North. Two citizens and a Fire District Commissioner were present concerns. No other public testimony was received.  Hearing closed.

MOTION:  By unanimous vote, tabled the petition to vacate a portion of Hawk Creek Ranch Road North.

REIMBURSABLE WORK REQUEST:  Between Lincoln County Hospital and Public Works Department regarding equipment rental was signed.

AGREEMENT:  Between Lincoln County and Spokane Hutterian Brethren regarding an easement was signed.

Adjournment:  With no further business, the meeting was adjourned to meet again on Monday, November 3, 2009.
