LINCOLN COUNTY

NOVEMBER 2, 2009

The Board of County Commissioners met this day in Regular Session with all members present.

COMMITTEE REPORTS:  Were presented.

MOTION:  By unanimous vote, approved road vacation request for portion of Hawk            Creek Ranch Road North.

CLAIMS:  Claims were examined and ordered paid in the amount of $477,816.56.

RESOLUTION 09-54:  Adopted watershed management plan for WRIA 54.

RESOLUTION 09-55:  Approved budget extension to Public Health budget.

RESOLUTION 09-56:  Approved budget extension to Public Health budget.

CONTRACT AMENDMENT:  No. 19 to Consolidated Contract was presented for signature of Chairman.

MOTION:  By unanimous vote, approved Chairman to sign contract amendment.

PROFESSIONAL SERVICES AGREEMENT:  Was signed for continuation of part-time Juvenile Justice Coordinator.

VERIFICATION OF SUPPORT:  Was signed for WSU Food Sense program.

BUDGET:  The 2010 budget and 3^rd amendment to 2009 budget were received from Adams County Fire Protection District No. 1.

AGREEMENT:  Between Lincoln County and Lincoln Financial Group regarding Section 457 Deferred Compensation Plan was presented for signature.

MOTION:  By unanimous vote, authorized Auditor, as Plan Administrator, to sign agreement.

NOTIFICATION:  Was received regarding return to work of Communications/Corrections Deputy from active military leave.

LETTER:  From Board to Mayor of City of Sprague regarding cancellation of current law enforcement contract was presented.

AFFIDAVIT OF PUBLICATION:  Verification of publication was received from The Wilbur

Register.

PRELIMINARY BUDGET MEETING:  Information Services Director met to discuss 2010 budget.

MEETING:  Conservation District Director met to present departmental report.

MEETING:  Representatives of Deer Meadows Road Association met to discuss check given to County to maintain new county roads in Deer Meadows.  County cannot accept check due to regulations in Association by-laws.

MEETING:  Public Works Director met to present a departmental update.

RESOLUTION 2507R:  Approved the Annual Construction Program for 2010.

RESOLUTION 2504R:  Approved the vacation and abandonment of a portion of Hawk Creek Ranch Road.  The Engineer’s report was also signed.

 PROGRAM REPORT:  Updated Six-Year Transportation Improvement Program report was submitted for review.

RESOLUTION 2508R:  Established program fees and operational fees to solid waste collected in unincorporated areas of Lincoln County and transported out of county.

PRELIMINARY BUDGET MEETING:  Auditor met to discuss 2010 budget.

Meeting recessed to reconvene Thursday, November 5, 2009 at 8:00 a.m.

Meeting reconvened on November 5, 2009 with all members present.

PRELIMINARY BUDGET MEETINGS:  Meetings regarding 2010 budget were held with:  Alcohol/Drug Center Director, County Fair Secretary, Noxious Weed Control Board Director, Planning Services Director, Treasurer, Clerk, Juvenile Court Services Director, Public Health Administrator, Sheriff, Assessor, WSU Extension County Director, Superior Court Judge, Developmental Disabilities Coordinator, Prosecuting Attorney, and District Court Judge.

MOTION:  By unanimous vote, approved wage increase for janitor/cook at Sheriff’s Office that had been tabled at a previous meeting. 

Adjournment:  With no further business, the meeting was adjourned to meet again on Monday, November 16, 2009.
