COMMISSIONERS PROCEEDINGS

LINCOLN COUNTY

DECEMBER 7, 2009

 

The Board of County Commissioners met this day in Regular Session with all members present.

 

COMMITTEE REPORTS:  Were presented.  Also discussed were the bids for Indigent     Defense Services Contract.

MOTION:  By unanimous vote, approved bid from Keely Chapman, Chapman Law Office             PLLC of Spokane, WA for Indigent Defense.

CLAIMS:  Claims were examined and ordered paid in the amount of $589,711.53.

COMMISSIONERS ORDER 09-27:  Appointed Rex Harder to Water Conservancy Board.

COMMISSIONERS ORDER 09-28:  Awarded bid for 2010 Indigent Defense Services Contract to Chapman Law Office, PLLC.

EDC GRANT APPLICATIONS:  Were reviewed.

MOTION:  By unanimous vote, awarded Rural County Development Grant Funds to:  Economic Development Council, $40,460.00; Harrington Opera House, $9,000.00; Wilbur Airport Project, $11,700.00; Odessa Airport Project, $12,250.00; Reardan PDA Rail Museum, $10,000.00; and City of Davenport Field of Dreams Project, $5,000.00.

RESOLUTION 09-58:  Approved substantial need for setting limit factor for property tax levy for 2010.

RESOLUTION 09-59:  Authorized increase of regular property tax levy from previous year by 1%.

RESOLUTION 09-60:  Approved establishment of Health Reimbursement Arrangement/Voluntary Employees’ Beneficiary Association (HRA VEBA) Plan for eligible county employees.

VEBA AGREEMENTS:  VEBA Employer Adoption Agreement documents with VEBA Service Group, LLC were presented.

MOTION:  By unanimous vote, authorized Chairman to sign VEBA documents.

AGREEMENT:  With Spokane Regional Health District to allow Ed Dzedzy to continue as chairman for Region 9 Healthcare Coalition was signed.

AGREEMENT:  With Washington State Military Department regarding public assistance was presented.

MOTION:  By unanimous vote, authorized Chairman to sign agreement.

AGREEMENT:  School resource agreement with Davenport School District was signed.

AGREEMENT:  School resource agreement with Reardan-Edwall School District was signed.

LEVY CERTIFICATIONS:  Were received for Grand Coulee Dam and Wilson Creek School Districts for 2010.

BUDGET CERTIFICATION:  Was received for Coulee Community Hospital for 2010.

LEVY CERTIFICATIONS:  Were received from ESD 101 for 2010.

CERTIFICATE OF ELIGIBILITY:  Was signed for Contracted Public Defender to access JIS-Link.

REQUEST TO SURPLUS:  Was received from WSU Extension Director to surplus miscellaneous computer parts and a chair.

MOTION:  By unanimous vote, approved request to surplus.

LETTER:  Of gratitude was received from J-U-B Engineers, Inc.

LETTER:  Was received from Okanogan County Transportation & Nutrition thanking for funding for senior meal program.

LETTER:  Was received from City of Davenport regarding 2009 grant funds.

AFFIDAVIT OF PUBLICATION:  Verification of publication was received from The Wilbur

Register.

PUBLIC HEARING: Was held to consider proposed 2010 Preliminary Budget.  No public testimony was received.  Hearing closed.

MOTION:  By unanimous vote, approved Preliminary Budget.

MEETING:  Public Works Director met to present a departmental update.

INTERLOCAL AGREEMENT:  With Lincoln County Fire District No. 5 was signed for any future services or work.

COMMISSIONERS’ ORDER 09-26:  Awarded bid for Global Navigation Satellite System to All Phaze Instrument & Supply LLC of Spokane Valley, WA.

RESOLUTION 2509R:  Authorized increase to regular property tax levy for 2010 for Public Works Department.

RESOLUTION 2510R:  Authorized increase to levy limit to 1% over the previous year due to substantial need for Public Works Department.

MEETING:  Mayor of Harrington met to discuss criminal justice tax.
