JANUARY 7, 2008
The Board of County Commissioners met this day in Regular Session with all Commissioners present.
COMMITTEE REPORTS: Were presented.
MINUTES: From December 3, 2007 were approved as presented.
CLAIMS: Claims were examined and ordered paid in the amount of $847,498.96 and $87,856.97.
LETTER: Previously tabled from December 26, 2007 from Sheriff requesting increase in pay for Under sheriff and Chief Criminal Deputy.
MOTION: By unanimous vote, disapproved the request for increase in pay.
LETTER: Was presented from Representatives of lot owners of Deer Meadows noting that they should pay for improvements to Fawn Lane as part of their RID.
MOTION: By unanimous vote, approved the letter from lot owners of Deer Meadows
RESOLUTION 08-01: Authorized Acquisition of personal property and execution of financing contract and related documentation to the State Treasurer’s loan for 2 patrol vehicles.
RESOLUTION 08-02: Authorized reimbursement of State Treasurer’s loan for 2 patrol vehicles.
CONTRACT AMENDMENT: #6 to Consolidated Contract between Lincoln County and the Washington State Dept. of Health was received.
LETTER: Was received from Adams County Fire Protection Dist. Number 1 regarding their 2008 Amended Budget.
STATE TREASURER’S LOAN: Documentation for the State Treasurer’s loan was signed.
CERTIFICATE OF ELIGIBILITY: Was signed for the Public Defender/ City Attorney to access JIS-Link.
REQUEST: To surplus equipment was received from the Weed Board Dept.
MOTION: By unanimous vote, approved request to surplus equipment.
REQUEST: To surplus inventory was received from WSU Extension Director.
MOTION: By unanimous vote, approved request to surplus inventory.
REQUEST: From WSU Extension Food Sense Program was signed for verification of hours and expenditures.
LETTER: From Washington State Dept. of Transportation expressing appreciation for Public Works Director for his cooperation with the road closure on SR28.
LETTER: From Okanogan County Transportation expressing appreciation for the $5,000.00 to support the senior meals program in Lincoln County.
MEETING: Citizen Gary Rosman met to discuss his concern for vehicles on Tickle Hills.
MEETING: Citizen Gary Rosman met to discuss the need for more members on the Weed Board.
MEETING: Planning Services Director met to present Final Plat for Lakeview Heights Division 2, Phase 2.
MOTION: By unanimous vote, approved Final Plat for Lakeview Heights Division 2, Phase 2, and signing of mylars and resolution.
RESOLUTION 08-03: Approved Final Plat of Lakeview Heights Division 2, Phase 2.
AGREEMENT: Memorandum of Understanding was signed for additional one dollar per hour wage increase while working on paint striper.
REQUEST: Reimbursable work request was signed for chip sealing to various streets in Almira.
RESOLUTION 2471R: Approved 1% increase of property levy tax from previous year.
REQUEST: To rescind Resolution 2442R that set a fixed rate for stockpiled material currently in inventory.
MEETING: Public Works Director met to present departmental update.
LETTER: To the Sheriff was signed regarding the disapproval of pay increases for the department’s exempt employees.
MEETING: Economic Development Council Executive Director met to present a Project Proposal request for funds from .09 Money.
MOTION: By unanimous vote, approved the funding request.
MEETING: Economic Development Council Executive Director met to present the grant applications for funds from the Economic Development Fund.
MOTION: By unanimous vote, awarded grant funds to; 1) Reardan PDA Small Business Incubator; 2) City of Sprague I-90 Water and Sewer Project; 3) Harrington Opera House;
4) Wheatland Little League; and 5) City of Davenport Airport Operations Center.
AGREEMENT: Professional Services Agreement for advocate services for victims and witnesses was signed.
Meeting recessed to reconvene Tuesday, January 15, 2008 at 9:00 a.m.
Meeting reconvened on January 15, 2008 with all Commissioners present.
MEETING: Special Initiatives Manager for the Washington State Dept. Of Transportation and the State Rail and Marine Director met to discuss formation of an entity for a section of Railway in Lincoln County.
GUILD CONTRACT: Lincoln County Deputies Guild Contract was signed.
Adjournment: With no further business, the meeting was adjourned to meet again on Tuesday,
