LINCOLN COUNTY

MARCH 3, 2008

The Board of County Commissioners met this day in Regular Session with all Commissioners present.            

COMMITTEE REPORTS:  Were presented.

MINUTES:  From February 4, 2008 were approved as presented.

CLAIMS:  Claims were examined and ordered paid in the amount of $536,953.83.

COMMISSIONERS’ ORDER 08-03:  Awarded bid for Asphalt Crack Sealant to White Cap Construction.

COMMISSIONERS’ ORDER 08-04:  Appointed the Solid Waste Advisory Committee.

COMMISSIONERS’ ORDER 08-05:  Appointed the Safety Committee for 2008.

RESOLUTION 08-10:  Authorized budget extensions to various budgets to allow for additional revenues for Sheriff’s budget.

FRANCHISE APPLICATION:  The Order Granting Franchise for Whitestone Land Management was signed.

APPOINTMENT:  Appointment of Mona McCalmant as a Deputy Auditor was received along with the Oath of Office.

APPOINTMENT:  Appointment of Brian Goodwin as a Deputy Sheriff was received along with the Oath of Office.

REQUEST:  Request from Sheriff was received to pay invoice from Avista Corp. from Emergency Communications Tax revenue.

MOTION:  By unanimous vote, approved request.

INVENTORY:  Certification of county inventory as of December 31, 2007 was signed.

TELECONFERENCE:  Legislative lobbyist presented legislative update.

MEETING:  Finance Committee presented an update with recommendations for approval of an extension of a 3 year term for the loan to the Fairboard in the amount of $27,000 at a rate of 5% with payments of $9,000.00 plus interest each year. 

MOTION:  By unanimous vote, approved request to extend the terms of the loan.

REQUEST:  From the Fairboard to open bids submitted for the main building siding project.

BID OPENING:  One bid was submitted for the main building siding project by Casey’s Roofing.

MOTION:  By unanimous vote, approved the bid submitted by Casey’s Roofing.

AFFIDAVIT OF PUBLICATION:  Verification of notification was received from The Wilbur Register.

BID OPENING:  Two bids were opened for Asphalt Materials for the Public Works Department.

MOTION:  By unanimous vote, referred bids to Public Works Director.

MEETING:  Public Works Director presented departmental report.

WORK REQUEST:  Reimbursable work request was presented from Public Works Dept. for the Town of Almira.

MOTION:  By unanimous vote, approved reimbursable work request.

RESOLUTION  2477R:  Accepted and adopted the 2007 Lincoln County Freight and Goods

System Update (CFGS).

INTERLOCAL AGREEMENT:  Between the Town of Odessa and Lincoln County was signed.

INTERLOCAL AGREEMENT:  Between the Town of Almira and Lincoln County was signed.

INTERAGENCY AGREEMENT:  Between State of Washington, Washington State Patrol and Lincoln County Public Works Department regarding mobilization plan was signed.

AGREEMENT:  Construction agreement with Mike Reasor was signed.

REQUEST:  From Copenhaver Construction to vacate Angstrom Road was ordered for Public Hearing.

Adjournment:  With no further business, the meeting was adjourned to meet again on Monday, March 17, 2008.
