LINCOLN COUNTY

JUNE 02, 2008

The Board of County Commissioners met this day in Regular Session with all Commissioners present.         

 COMMITTEE REPORTS:  Were presented.

MINUTES:  From May 5, 2008 were approved as presented.

CLAIMS:  Claims were examined and ordered paid in the amount of $701,160.74.

COMMISSIONERS’ ORDER 08-11:  Approved a refund of unused monies from a road vacation request from Copenhaver Construction.

RESOLUTION 08-23:  Approved a budget extension to the Special Reserve Fund.

RESOLUTION 08-24:  Approved changing a fund number for the Water Conservancy Board Fund as instructed by the State Auditor’s Office.

RESOLUTION 08-25:  Approved the establishment of PCC Rail Authority Fund.

RESOLUTION 08-26:  Approved the establishment of Deer Meadows RID Fund.

RESOLUTION 08-27:  Approved the establishment of Deer Heights RID Fund.

CONTRACT AMENDMENT:  Between Lincoln County and Washington State Military Dept. regarding funding for Enhanced 911 portion of the contract.

APPOINTMENT:  Appointment of Michael Perry as a Special Deputy Sheriff was received along with the Oath of Office.

APPOINTMENT:  Appointment of Dwayne Thurman as a Special Deputy Sheriff was received along with the Oath of Office.

PERSONAL PROPERTY CERTIFICATES:  Were signed for the State Treasurer’s loan for patrol vehicle.

REQUEST:  From County Clerk regarding seasonal helping the Clerk’s Office was received.

MOTION:  By unanimous vote, approved request to bring in seasonal help.

OUT OF STATE TRAVEL REQUEST:  Was submitted by the Sheriff for Deputy Gants to attend a conference.

MOTION:  By unanimous vote, approved request for out of state travel.

OPEN SPACE/ TIMBER APPLICATION: Was received from Crayton Guhlke and a public hearing was set for a later date.

INVOICE:  Was received from PCC Rail Authority requesting $1000.00 for start up fees & dues.

MOTION:  By unanimous vote, approved request to pay invoice.

CERTIFICATIONS:  Deer Meadows and Deer Heights Certifications were signed.

LETTERS:  were sent out to the mayor of each city and town requesting participation in the Solid Waste Management Plan Update for Lincoln County.

REQUEST: Was submitted by Sheriff to pay invoices out of tax monies collected for emergency communications.

MOTION:  By unanimous vote, approved request to pay invoices.

LETTER:  Was received from Alcohol/Drug Center Director recommending Tina Brown for another three year term.

MEETING:  Public Health Administrator met to discuss a contract for a WIC Dietician and give a departmental update.

CONTRACT FOR SERVICES:  Was signed between Lincoln County and Dietician Rebecca Knapp to have her serve in the WIC program as a registered dietician.

MEETING:  Sheriff Wade Magers met to present a departmental update.

MEETING:  Public Works Director presented departmental report.

AGREEMENT:  Between Lincoln County and Marjorie Schneider was signed regarding use of her property to stockpile crushed surfacing products.

MEMORANDUM OF UNDERSTANDING:  was signed between Lincoln County and Washington State Association of Counties regarding membership for July 1, 2008 to June 30, 2009.

Meeting recessed to reconvene Monday, June 9, 2008 at 10:00 a.m.

Meeting reconvened on June 9, 2008 with all Commissioners present.

AFFIDAVIT OF PUBLICATION:  Verification of notification was received from The Wilbur Register.

BID OPENING:  Two bids were opened for Hills Road Overlay Project Phase 1 for the Public Works Department.

MOTION:  By unanimous vote, referred bids to Public Works Director.

MEETING:  Washington Counties Insurance Fund met with the insurance committee to present an insurance option for 2009.

Adjournment:  With no further business, the meeting was adjourned to meet again on Monday, June 16, 2008.
