APRIL 7, 2008
The Board of County Commissioners met this day in Regular Session with all Commissioners present.
COMMITTEE REPORTS: Were presented.
MINUTES: From March 3, 2008 were approved as presented.
CLAIMS: Claims were examined and ordered paid in the amount of $503,314.68.
COMMISSIONERS’ ORDER 08-08: Authorized a refund for overpayment for a permit fee.
RESOLUTION 08-14: Designated a week in April as Victim’s Rights Week.
RESOLUTION 08-16: Approved the budget reduction to the county fair fund.
AGREEMENT: Between the Washington State Dept. of Social & Health Services (DSHS) & Lincoln County regarding the extension of the contract.
AGREEMENT: An Agreement between Lincoln County and GeoEngineers was signed.
REQUEST: Request from Sheriff was received to pay an invoice from Mark One Productions.
MOTION: By unanimous vote, approved request to pay invoice.
REQUEST: From the Weed Board to surplus vehicles and office equipment was received.
MOTION: By unanimous vote, approved request to surplus vehicles and office equipment.
DENTAL CONTRACT: With Washington Dental Service (Benefax) was signed for 2008.
VERIFICATION OF SUPPORT: Quarterly verification for the Food Sense Program was signed.
LETTER : From WSU Extension Associate Vice President was received thanking the county for their support of the Extension Programs.
LETTER: From Tom McPherson regarding his resignation from the Board of Equalization was received.
AFFIDAVIT OF PUBLICATION: Verification of publication was received from The Wilbur Register.
BID OPENING: One bid was opened for County Printing.
MOTION: By unanimous vote, accepted bid from The Wilbur Register.
Meeting recessed to convene a Board of Health Meeting.
MEETING: Public Health Administrator, Nursing Director and Community Health Educator met to present update. Board of Health meeting closed.
Meeting reconvened with Commissioners Hopkins and Boleneus present. Commissioner Bly excused to attend a funeral.
COMMISSIONERS’ ORDER 08-07: Awarded the construction bid for Deer Meadows and Deer Heights RID Road Project to S.A. Gonzales.
AGREEMENT: Construction agreement was signed with Kendall Stevens.
WORK REQUEST: Reimbursable work request was signed with Douglas County Transportation and Land Services for crushing services.
NOTICE: From the State of Washington Human Rights Commission regarding findings on recent complaint.
MEETING: Public Works Director presented departmental report.
AFFIDAVIT OF PUBLICATION: Verification of publication was received from The Wilbur Register.
PUBLIC HEARING: Was held to consider petition to vacate a portion of Angstrom Road. No public comment was received. A letter was received to formally withdraw the request to vacate a portion of Angstrom Road. Hearing closed.
MOTION: By unanimous vote, the Commissioners accepted the notice to withdraw the vacation of Angstrom Road and the Commissioners disapproved the vacation of Angstrom Road.
MEETING: Public Works Director presented an update on the Solid Waste Committee.
BY-LAWS: The Solid Waste Advisory Committee By-Laws were signed.

AGREEMENT: Professional Service Agreement with SCS Engineers was signed regarding reviewing and updating the Solid Waste Management Plan.
AFFIDAVIT OF PUBLICATION: Verification of publication was received from The Wilbur Register.
PUBLIC HEARING: Was conducted to consider land use reclassification to Open Space/ Timber Land for Derek Hsieh. No public comment received. Hearing closed.
MOTION: By unanimous vote, disapproved application for land use reclassification.
MEETING: Auditor presented information for the Insurance Co. of the West and requested making a payment to the company.
MOTION: By unanimous vote, approved the request to make the payment.
Adjournment: With no further business, the meeting was adjourned to meet again on Monday, April 21, 2008.
